Org. Setting and Reporting

The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UN Environment’s sub programme on Resource Efficiency works with international and national partners, providing technical assistance and advisory services for the implementation of sustainable consumption and production, green economy, green financing, green cities and other related areas; and strengthening the environmental management capacity of developing countries and countries with economies in transition. In Asia Pacific, UN Environment Programme operates through its Regional Office for Asia and the Pacific and works in 41 countries in the region.


Under the direct supervision of the Regional Efficiency Coordinator of UN Environment Programme Office for Asia and Pacific, the Programme Officer will be responsible for supporting work on sustainable lifestyles with the following duties:

Responsibilities

 Develops and implements detailed activities for sustainable lifestyles and innovation in line with the Programme of Work, UN Environmental Assembly Resolutions and Sustainable Development Goal (SDGs).


 Develops and maintains narrative reporting and financial reporting for the supporting projects and donors in line with the UN Environment Programme of Work and provides the updates in line with the reporting requirements.


 Integrates the activities of sustainable lifestyles and innovation with other UN Environment projects to raise funds and impact of the work in related areas including behaviour change, innovative business models, technology, climate change mitigation and adaptation, chemicals and waste management, air pollution management, ecosystem management, poverty alleviation, natural resources management.


 Plans the activities and identifies partners for delivery of outputs


 Implements the activities with partners and through co-finance partnerships for delivery of outputs such as sustainable public procurement and eco-labelling, sustainable food systems, sustainable tourism, sustainable buildings and other related projects.


Contributes to the communications of the project with substantial technical inputs, delivery and guidance to staff for timely and effective communication tools and products.


Provides substantive technical support to the Regional Coordinator for Resource Efficiency and team in the related areas including sustainable consumption and production, sustainable public procurement, sustainable tourism, sustainable food systems, sustainable lifestyles and education, consumer information and eco-labelling, sustainable buildings and construction, green economy, green financing and technologies.


Raises and mobilises resources through partnerships, donors, interlinkages with other programme of work by UN Environment, and innovative deliverables.


Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.


Carries out the UN procedures and legal instruments for implementing partners, consultants and procurement and supervise consultants and staff.


Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).


Conducts and contributes to monitoring and evaluation.


Performs other duties as required.


Competencies

 PROFESSIONALISM: 

Knowledge and understanding of theories, concepts and approaches relevant to climate change adaptation planning, international climate finance and/or intergovernmental climate change negotiations. Ability to identify issues, analyse and participate in the resolution of issues/problems. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.

 PLANNING AND ORGANIZING: 

Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.


Education

Advanced university degree in environmental studies, natural resource management, science, related discipline, or the equivalent combination of education and experience in a relevant field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.


Work Experience

A minimum of five (5) years of progressively responsible experience in project or programme management or related area. Experience working in Asia-Pacific region, and familiarity with Sustainable Development Goals and projects development and implementation, management and reporting is desirable.


Languages

English and French are the working languages of the United Nations Secretariat. For the advertised post, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.


Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
